I have 3 tables and they are never staffed, although I have 3 guys set to only "gamble", 2 set to gamble and entertain and a few set to do everything on the list.
I've tried advertising several "times" in a row for gaming, etc.
Once in a blue moon, somebody will sit at the table, but I've never seen an employee use it.
A this point, I wont even be wasting a tiny 4x4 space, for "gaming".
Players will play when there are two or more players seated at a table. For this reason it is best to have a single table with max seating, rather then several tables. Unless your game room is super busy several tables will simply spread your players out. Having 3 players sitting alone at 3 tables is useless, as no one is playing.
You will need to advertise to gain players. There are simply not enough patrons who walk in the door with a gambling need to keep a gambling table all that busy. Catering to nobles or outlaws will also help, they like to gamble more then the other factions. Conversely the distressed seems to have almost no desire to gamble.
With enough time and advertising you can eventually build up enough regulars to keep several tables busy, but it wont happen automatically, it takes time and investment. Unfortunately with the winter patch the tables generate a fraction of what they used to, it is debatable if is all work the effort.
