Report a translation problem
You should simply be able to click on the notice board to post the message and move the quest along. When you click on it, you should have 4 options use the skull shaped one to post the note.
Failing that, id suggest playing sandbox. It is in may ways a better way to learn the game without all the roadblocks, challenges, and story events the campaign tosses at you.
Edited to add. I just replayed it to be sure there wasnt some bug introduced with the latest patch and I was able to progress. One major thing to note is Martin wont instantly run off to post the message. Depending on how quickly it takes you to progress to this point, Martin might still have a ton of stuff he is doing, cleaning tables, fetching water, ect. Give him time, he will eventually post the note.
