Does the game have local co-op?

Can me and my friend play this game in the same room from a single computer, or do we both have to play separately from our own computers?

No you cannot.
The main feature of the game and the series is that they're asymmetrical - meaning you dont always see the same things or are in the same area. You've to communicate together to solve puzzles without directly seeing what the other sees.

Having split-screen local co-op would completely take away from this experience.

If it helps. You can play together with one playing on PC and the other on console, if you only got 1 PC available.

how does one creat a game for us to do that? I have a pc and an x box. I create a room on pc, but can add the x box player? am i missing something?

Only We Were Here Forever and The FriendShip support cross-play, the older games don't.
