If you don't have any control over the setup then there is an option in the game where you can just globally disable xinput so you can treat everything as a non standard controller and create custom binds as needed in game
if you hit win + r to open the run dialogue, enter
%appdata%\dwsk\Phase Shift
If you navigate through to the Local folder you will find a config.ini inside here you can force xinput to false
I recently got an 8bitdo wireless adapter but I didn't have luck getting it to work in pre-Steam Phase Shift.
The first Dinput mode mostly works... except for the strum bar. Windows doesn't work with it. This is something that should actually be brought up to 8bitdo themselves and have them fix their driver for.
The Xinput mode has the mapping really messed up: green and red are swapped and the orange button is an axis.
The second Dinput mode shows up in Window and works with it, but Phase Shift doesn't seem to recognize it at all.
It's a great little device for getting things connected to the PC wirelessly, but I can't recommend it for Phase Shift in its current state... best to go with a separate bluetooth adapter, vJoy, and FreePIE in this case (again, disabling RX and RY axes in vJoy!).
One of the updates fixed some controller configuration stuff. I can reenable the RX and RY in vJoy and Phase Shift will now recognize the vJoy device properly instead of ignoring it completely.
On top of that, I can use the 8bitdo wireless adapter and it works with wireless Wiitars mostly properly now. It shows up as "Wireless Controller." It won't bind the whammy bar, but this is something that the 8bitdo driver doesn't have a mapping for (it does nothing in Windows USB Game Controller configuration panel).
I still can't recommend the 8bitdo wireless adapter if all you want it for is to use Wiitars with Phase Shift... probably still better to get a bluetooth adapter and use vJoy and FreePIE.
