20fps is unplayble. My game now stays ate 60 and above most of the time but in some places, specially in san francisco my fps goes to the 40s. Honestly anything under 60fps is unplayable. I made some tweaks to get the game to run mostly on 60fps but still not performing as it should. I will look for those posts you mentioned perhaps it helps me a bit.

BUT ! if you look to the ground on those maps the game run good ( or when there is less things to "view" like on maps border. i'm sure that add a option of "distance of view " could solve it
i dont have a lot of tearig personnally. just the framerate problem cause, i think, it s not optimized enough ( we can play without any problems on other maps).
but as i said you dot need to optimized everything if you just set the option to reduce the distance of view. Even for tearing.

Also tried the Clown fix and the max fps guide, both made the game look bad and didnt fix my problem. As stated i can run the game on all low and the fps still tanks in some locations. Playing in philly for example i have a steady 60fps (im using vsyn) playing in san francisco FPS tanks to 40FPS depending of location. The graphitti wall at the pool near the tenis court tanks my fps to 45 just to skate past it, and it is a simple blue wall with text on it lmao.
experimental animation and pedestrians also have a huge impact on FPS.

i tryed it and it works. It's not perfect but i'm really close to 60 fps and i don't see any difference to be honnest. i setr it at 0.3 ( yes my computer is now awesome XD)
i also checked the gameUserSettings.ini to check the foilage quality as @drakk said :

i'll try few more things but the games works better. Thanks to all :)
i just have to wait they otpi the map or something i guess but at least i can do missions for the moment
