It's only available if Creative mode is on.
In-game Menu / Editor / Edit rules / Global Rules / Creative Mode = On.
Then it'll be in the "Tools" section of the Build menu.

I think this tool should be availible in non-creative gameplay too. Of course only the delete affinity function.
When you clear big forest or mineral field to make space for farms, the affinity stays. And when you plant something else over it, instead of start building new affinity, it will very slowly subtract from the previous. So even when there is a lot of free space, you have to avoid these invisble islands of farm-unfreindly soil. Yes, its realistic, forest soil is very different from field soil and it takes many years to adapt it, but in context of this game, it is just annoying. Thus if this is not intentional feature, I suggest making "delete affinity" tool available in custom games as easy solution of this issue.
Maybe even "paint terrain tool" should be available or unlockable in game settings in same way as terrain height editing tool. Player should pay some coins per use of course. Considering what is possible in the game already, this wouldn't be significant change, but it will surely help. :-)
