But the key is you can export *just* the rule set info from your current map. At any time you're playing your map, you can go to Menu / Save, and select the file type 'Rule Set' and it will save your map's rule modifications as a standalone file.
Similarly, any time during a map you can go to Menu / Load, select the file type 'Rule Set', then when you pick a Rule Set File it will import those rules to your current map. (Note it will overwrite all active rules - haven't yet added ability to 'merge' or 'append' rules, but I hope to at some point).
You can also select those saved Rule Sets when creating a new game via Rule Set / Preset (Load), then have 'local files' as the file source.
A standalone rule set editor might make sense (i.e. don't need to open a map), I'll note that for the future.
In terms of posting to the workshop, the process is to go to the normal Save menu, pick the file type you want to post, but instead of 'Save' you hit ''Export' at the bottom, which opens up a new menu with some additional options.
