Cannot proceed: Bugged dumpster spawns on top of TV.

I can't move it, or move on. Reloading the game, killing myself, leaving the screen and coming back.. nothing I do gets the dumpster to spawn where it should be.

Okay, so this ended up being the weirdest bug ever. The tin can that also spawns in this area is like a magical dumpster flipping object. Drop it next to the dumpster and then interact with it to make dumpster move, bounce, fly wherever. I eventually got it to where I could get onto the ledge and move on. All hail the tin can.
