Report a translation problem
your root folder is steam/username/race07...add folder gamedata.
in gamedata,
there's the four following folders
Locations folder for tracks...
Sounds for car sounds
Talent for the cars drivers (AIs) in your mods
Teams...this is where the cars will usually be added
also there's a folder named : UIData in the root folder, there's where the munu and class menu icons will usually be found...

First download GCFscape: http://nemesis.thewavelength.net/index.php?p=26
Install GCFscape.
Navigate to your steamapps folder. (should be something like /games/steam/steamapps)
There you will have a file named: race 07 files.gcf
So open up GCFscape, and extract the race 07 files.gcf to your race07 folder.
(should be something like /games/steam/steamapps/YOUR_USER_NAME/race07)
Voila! Now you have all the folders you need. Incase you want to unistall or whatever you want t do.

So most of the time you only needs to extract the mod file and then frag them to your race07 folder. If its asking to overwrite, click yes and then have fun with your new mods installed.
the programe GFCscapes lets you extract the "GameCompressedFormat file..known as GFC...
GFC files are what steam uses for the game content and how the deliver games...
