Volcanic spire raid quest

I don't know how to finish this quest, I have to find a Surtr toy in the volcanic camps, I did all of them in the volcanic biome but I didn't find anything, does anyone have an idea ?

I have one Toy Surtr. I don't know where i found it tho. But i have a different issue; I can't find the dust recipes. That quest requires cinder dust at the Smoky Highlands sorcerer but there isn't an option or recipe to turn it into dust.
