Report a translation problem
I guess you already checked your Anti Virus / Security Tool / Windows Security Settings and allowed the game to read / write files - if not, do so.
My Settings File is located under: C:\Users\%USERNAME%\Documents\DawnOfMan\Settings
The content is:
You have yours in the cloud (oneDrive) ? Dawn of man has access ?
ERROR: Could not load file: settings.sav
Ensure OneDrive is running and your Documents/DawnOfMan folder is available offline.
I installed the game all new, even twice within the last two days, this is ridiculous. No Help from Steam, nor from producer, any suggestions?!
Just suggesting another workaraound:
Check if the internet connection is up and oneDrive (if iused) is reachable.
Create a new text file, note the 'Settings' folder at the end of the filepath. (C:\Users\%USERNAME%\Documents\DawnOfMan\Settings), edit, paste my settings, save as settings.sav

But in that case it affected the saves folder.
There seems to be some kind of issue with Dawn of Man and Windows OneDrive.
If your oneDrive works and you can access the folder called "DawnOfMan" in there:
Copy the whole folder to your local Documents, new location for the folder should be:
C:\Users\%USERNAME%\Documents\DawnOfMan
Whitin that folder should be subfolders containing saves and settings.
