Max population achieved
In official mods looks like max population we can achive is around 250-300. But what about other mods without restrictions? What's max population you have reached (screenshot if possible)? Probably Flatlands or similars are good ones to try. I'll try to grow a city there and see how many I can get.

You are completly right. Keeping workload below 70% is very important to not get stack and saddenly not being able to harvest one season at all or something like that. Right now I'm in 1100 population. Here my screenshot, but I'll try a little bit more

Another thing thing that can greatly increase traffic of migrants to you is excess availability of tools like sledges and cart I observe that as I increase their production population also increases so what I see is the people are attracted to comfort like who isn't any ways lols

Is this regular game mode??

If I remember well it was with some of the Flatlands scenarios. In ordinary game it's almost imposible to go over 300, because of configuration limits. So if you want to play increasing your population, try with some scenario without limits. Also select easy mode, where you are attacked less and with less damage.

Looks like we where wrong I finally broke the 300 residents barrier in regular mode. You can have above 300 just that its a tough one to do because of the battles with raiders and the elements
Not sure where you would find room for that many on the vanilla map, unless you made several self contained settlements. Just getting to 60 is hard enough given the amount of space available to build on and the fact that it only needs a slight bump and it refuses to build anything there, despite having lots of room to build it.

In the very first scenario of regular vanilla game maps I found a place where I have a layout for 440 people. I have only around 300 because this is before I realized the 300 limit. But it's a good spot, I even have walls all the way around and spaciousness behind the walls...because I was planning for more not knowing of the pop cap.

Bloodline is another mod by Schwifty K and he made some adjustments so that there are more beech and oak trees. It has tremendous stones as well as minerals.

Another good mod is the Very Ancient Warriors that starts in Paleolithic and the best map so far that perhaps you can have around 500 population, it’s the Canyon of Slaughter map. Only mods can have more than 300 population imo and they are much more flexible in terms of how you want your mechanics.

One of the best map that I’ve ever played is Middle of Nowhere on EverWinter or Happy Farmers or Very Happy Farmers or even Flatlands. Though the minerals are very far but the trees and sticks which are the most important resources for higher population are abundant. I’ve reached 1400+ as on my screenshot on that map. And imo EverWinter is a combination of fun and challenging scenario. 30 wolves or cave lions or cave Hayenas are attacking like a human raiders.

Also if you plan to really reach high population you must not denude the forest especially the oak and beech tress because the produce more logs abd sticks per cut. I also grow and preserve oak trees in the vicinity by growing it on top or besides structures so that tannins are still gatherable. I have oak trees inside my stables, storage structures, stone circles, cairns etc. it’s just a little trick and you can preserve greenery of your settlement.
