Cows on plows don't produce Milk.
Cheese should only be produced if/when Milk starts spoiling.
The most efficient way way to fix this is to de-select cows from plows in summer/autumn, when there's no planting to be done, and re-select them in winter/spring, when they are needed. Cows on plows in winter don't need feeding in stables, and you still have quite a bit of milk.
Or you just get some horses.
diversify your food too i would think even if you had 20 cows(depending on your population) that should be enough to produce a good amount of cheese unless your only doing cows.
