Build a stable instead. Sounds like it had no shelter or was too far away from one while winter.
Sheep are already clothed - they call that stuff 'wool'

your need to unlock those skills and build the building that make the woll or silk and then building that make the clothing , is not that hard when your now how , dont forget the plants for making this silk , or sheaps for the woll

Each Stable has room to house 10 animals. Make sure you have enough. What I like to do is set all my animal limits to 10 and then build a stable for each type of animal (goat, sheep, pig). You only need a male and a female adult of each animal to get things rolling. I try to get two female and a male, but it only takes two to tango. In short time you will start having animal births. Once that animals population gets to 10, then it slaughters the overage to cull the herd. When slaughtered, the carcass becomes meat, hide, and bone like any other animal... ie food and clothing.

i had 6 sheeps at that point and 3 stables it was more a tiny joke to how a sheep or lets call it wolly sheep can freeze....:)

My guess is you sent someone to tame the sheep at the end of fall or during the winter and it couldn't make it back to the stables in time. Those domesticated animals just can't take care of themselves like the wild animals can. :)
