Edit: Have you tried setting a limit for dry skins as its default is set to infinite?
When such a limit has been reached no further leather will be produced.

I´m a bit stuck now, because a cant replace any sledges or carts anymore.
you need both a raw hide and tannin to produce leather. check your tanning harvesting zone. you probably cut down the trees there and forgot to assign a new zone
- Dry skins limit set to infinite, so every raw skin gets dried on a rack instead of turned into leather. A limit between 20-40 should be enough for the whole game.
- Not enough tannin : I usually find a tannin-rich spot or two near my camp and never allow any lumberjack to touch these trees, but sometimes I have to go far to get it. It can only be harvested in spring, so set up several work areas that allow 5 workers at once, and a generous production limit since it will have to be enough to last a whole year.
