Quickest way to upgrade the weapons of your people, is to sell the obsolete versions to a trader and by making sure you won't create the old ones.
That way you leave your people no choice but to use the new and improved model.

After this start selling old one and don't forget to turn OFF autoproduction for old stuff!
So if they have no sickle and get a harvest task, they will go and grab the best sickle they can find.
Just sell your old tools to the trader and they will slowly be phased out. You don't really need to create 100+ new items at once when you unlock a new metal. You may kill your settlement with that as everyone would be too busy to bake bread.
Build some totems and monuments. Religion is opium.
Also, there is beer.
