Where are the Shields?

Sorry, I feel dumb for asking, but how do I make shields? I unlocked the tech, but then I can't find where to craft the bloody things. I can't see them in the toolmaker, or the crafter. I even checked the clothing makers. I have swords being made, but I simply cannot see the shield icon and I don't seem to have any specialised 'shield smith' buildings, so it must be in the tool smith?
