If in vanilla Ronald said you have to produce more food (quadruple) I haven’t increased my population to above 250 as I’m making a settlement without chopping down trees around the center in hardcore.
The problem of gathering large populations is that, in addition to prestige, you have to gather an excess of houses, clothes and food. And that's where the problem lies: 260 people eat about 1000 food a year (1 food per villager per season).
In theory, to have excess food, you need to have two (or three?) times the amount they eat in one season. And I speak of ready food ... grains are not food, flour is not food, bread is food.
My advice is to try to turn those grains into bread (without increasing the workload so as not to reduce welfare) and see if that attracts new people. Put 500 ready foods on the table and see if anyone comes for dinner. If that does not work, try 750.
Be aware that large amounts of bread will be thrown away because bread has a shelf life of only one season (0.25 year) whereas flour lasts two seasons (0.5 year) and grain lasts for 8 seasons (2 years).

Ok, so I'll increase food production. I have bread set to 50 and it rarely goes lower than 45ish. I have flower set to 50 also and it always stays full also. I have 6 mills and ovens setup to produce it as needed. Even at 50 I loose about 10% to decay on my bread. I have fruits and veggies on 100, so my first step will be to increase that and to send out more hunting parties. I get almost all my skins from my animals currently. And the extra skins will not hurt a thing. Can turn into hides for extra trade goods. Also I'll put meat to max instead of the 300 it's capped at now. I have enough dryers to produce about 300 meat a season. I know that because not long ago all my fields dropped the priority tag somehow. So my people were not planting them completely or harvesting the crops planted. Hell half or more of the crops were being wasted to winter. So I sent out tons of hunters to slaughter everything out there. After about 10 years I was clicking to select an old sheep to slaughter it and hit the field by mistake and it showed that it wasn't prioritized so I started checking my fields. And found that all my grain fields had lost it somehow. But my fruits and veggies kept it. Not sure what caused that but now I watch to see how well my people are doing at planting and harvesting.
Yeah I have seen that mod, but I want to try the hardcore thing first. Then I plan to hit this map up also.

Lost only 3 villagers when another 80 raiders came after a couple of minutes. So easy to increase population in EverWinter mod. I was at 298 before aging caught up and was to 280s when raiders attacked.
Didn’t lose a tower despite that zone is less defended. It seems that melee with shields are working fine despite lack of villagers aggressiveness.
Will go up to more than 300 and see how many raiders attack.
