Why my people prefer harpoon than spear?
Yes, they always equip a harpoon rather than a spear, even when they are attacked by animals, so stupid, and you cannot command them to equip a spear to defend themselves. Also, when commanding them to attack a predator, those stupid people never want to equip a hunting weapon but dash toward it with a stupid harpoon. HARPOON, HARPOON!

have you tried

  1. holding down H to select people already equipped with hunting tools

  2. sounding the alarm so all your settlers run and grab weapons then trying step 1

Perhaps you have considerable fishing task.

If you want a fisherman grab a range weapon like spear or bow click on him/her then target any fast moving animals like horses, donkeys or boats etc and they will grab it. Then you can cancel the task after he gets the spear

I only have as many harpoons as I need. Never more than 5-6

Since there are no professions and all villagers can perform all tasks, AI divides tools and weapons among villagers, so that (if weapons and tools are available), there are always some with spears, bows, harpoons, axes, knives, picks or sickles.

The problem may occur when the player decides to manually assign a task to a villager who has the wrong tool, but the current AI configuration is still better to save time and ensure tasks are completed.

In any case, harpoons are meant to fight predators. They are not the sweetest cookie in the package but still kill bears and wolves.

And without sounding the alarm, you'll find out very quickly how most everyone is holding their penix instead of a good weapon.

I tried 1, but yet, among 7 of them only one has a bone spear. I think 2 may work but like, once the durability of the spear drops to 0, those people will definitely prefer harpoon as weapon.

I am starting a new file and currently have 9 people in my tribe, one day 1 group of mountain lion attacked my people and everyone just armed with harpoon, and eventually ended up with 4 of them died and only 3 adults left.

Don’t make harpoon. 2 harpoons in the beginning is enough. You need to keep crafting spears and biface until you equip majority of your starting and upcoming villagers with spears.

Get drying tech first, then bone tools, then tanning. Then you can follow with flint weapons.

Just complete your wooden harpoon and wooden spears (10pcs each) to get KP.

Most important is you need to keep hunting. Fishing only if animals became scarce.

Once you get KP on bone spears you can make only bone harpoon for use on a couple of fishing spots then trade the rest.

Unless you want to do Paleolithic overpopulation, you don’t need to have more fishing tools. 4-6 fishing is enough.

You can change your villagers harpoon by clicking on the villager then click him to hunt any fast moving animals like horses, donkey, rain deers, etc and they will exchange their harpoon to spears or bows. The. Cancel and do it again to others.

In the beginning you need to stay offensive with all animals you can hunt. No let up until you reach Neolithic with domestic animals.

Kill the old predators first unless you need KP for first animals hunted.

If you think you can’t handle the predators yet, don’t kill any young animals as they are mostly the target of predators.

Usually fisherman/miners get attack by animal. They wander far from village and alone.

Attacks in the early years are not easy to deal with, because there are few villagers, and of those few, some will always be away from the village, hunting or gathering.

In that case, I think you should have sent the villagers closest to the lions back to some tent and sounded the alarm.

Anyway, your comment confirms my thesis: the lions have died.

Sorry I did not make myself very clear - I meant 4 of my people died. The lions are all dead yes indeed but the cost is too much, in the early game.
