Stuck in Developer console?

I alt tabbed out of the game and came back to find what appears to be a developer console open. The top two thirds of the screen is slightly darker and there's a horizontal bar under it in which I can type stuff. Problem is, I can't close it. Escape only opens and closes the usual menu. I can't move, shoot or look at anything. I don't know how I opened this and I don't know how to close it.
