I would almost never play with power on if I could turn power off and still loot. Only in the rare case when I think I need to lock doors (i.e. if there are Screws on the ship and I don't have any scrambler ammo). Why would I ever not disable security if I could do that? Save me ammo and health for basically no cost. That's why we can't loot while the power's off.
Well the cost is that you wouldn't be able to see ♥♥♥♥ because there'd be no lights. "Literally being unable to progress in the mission" isn't exactly a stellar reason to add the power system to the game, it basically just adds a little pepper to the utterly banal repetition of grabbing plungers off of janitor ships. If the ship were security-heavy then it might be worth the risk of turning it into a dark ship and not being able to see some of the enemies (even though security is basically a non-issue in this game). This is what is known as a "choice" and it is typically found in games referred to as "immersion sims" by their developers.
Psh. "It's Dark" is one of my favorite mods. It makes out-of-container and enemies all show up like giant beacons.
Minor implementation time. I would not take more than a day's worth of work for one guy to do that.
