It means the map has more empty nodes, meaning fewer ships to board.

More specifically, it means that over time the nebula starts turning into empty nodes, meaning you have to move fast to complete the game successfully.

I would highly suggest Ironman mode when playing Crumbling Nebula. It's annoying when new clients just keep dying because the closest location is about 4+ sectors away.
