Instead, you need to go to the Details option of the class tab and tick on the "Can use Staves" option.
After that, make sure to create items (not weapons) of the Staff type, so they can only be used for that class and other classes with the same option.
Well, I managed to create a priest class that use physical attack, and capable to use healing prayer (well, I make a new item category, and it work). I use "Priest" animation, and mercenary for combat animation.

If by regeneration, you mean something that gradually recovers HP each turn: then I'm fairly sure you can.
In the database, create a new State, and set "automatic recovery" to a positive number. Then just set "duration in turns" to however long you want the regeneration effect to last for.
Then in your weapon/staff/item/etc, set "optional state" to inflict this new state (likely you'd want it with 100% chance).
And that should do it.
It becomes like a reverse poison, adding HP instead of removing it.
