The bird costumes are still locked

I have found all "50 Feathers" and beat the game and they are still locked i can't equip any of the costumes they are all "LOCKED" is this a bug?

you dont unlock costumes in the book where it says locked,
look behind the bags of seeds and behind the bird mannequin,
you gotta select the bird dolls in costume on the middle shelf,
i know this because i too am a dumbass and also somehow overlooked the insanely obvious dolls on the shelf and thought it was bugged lol
