You can buy cigarettes in the store or craft them using your workbench. You can plant tobacco seeds to grow tobacco.

You get seeds from the birds/guano piles. I think it's random what seeds you get but I eventually did get a tobacco seed from one of them. You'd think crafting the tobacco into smokes would increase the selling value but no, you're better off selling the raw tobacco.

Thanks I solved, buying cigarettes and then I found the seeds in the guano of the pigeons.
I needed cigarettes, for a gang member who is inside my base, he looks for the resources for me and wants the cigarettes

There's second option to get the tobacco seeds, I played several hours and couldn't find single one from the birds on the streets. But luckily, you can also purchase them from the Pigeon Lady for 6.40$

You can buy it or grow it, personally I grow it bc if you make paper you can roll a bunch of them and then pay the bums to gather other resources for you. I would recommends grow a batch turn it all into seeds and just farm the absolute ♥♥♥♥ out of the tobacco. Cigarettes = bum money and will become more valuable to you than actual money

Im new to the game but so far go to your work bench and turn 1 leaf into a seed. So stop hunting them and make them.
