What decide how many people will enter your park?

I'm trying to get the 400 people for scenario 3, I have a park rating of 99 and have built since I got 300 visitors like 4 more arena's, but I still stay around 300 visitors.

Also wondering if the VIP quests are an RNG or can I do something to make the Ogre and Mr America appear?

EDIT: Got the ogre achievement, and I have had Mr America in my park, but the game crashed when he entered my park. Have left running the game now for over and hour after the crash but haven't seen Mr. America back and the amount of visitors is declining :S (with a park score of 110)

The maximum with 100 Park Rating and TV Advertising is 700 Guests. Could it be that the guests are tired and leaving because of no energy? Do you have Coffee Shops built?
The VIP spawn types are randomly chosen from the oldest 5 VIPs. So if some VIPs have never been spawned they will be chosen over the ones that have already been spawned until all have spawned at least once.

The coffee did the trick for the 400 guests. Now I only have Mr America left after having had 43 VIPS in my park. I've sent you my save file.

hey, got a workaround for not appearing VIPs? I miss Ogre and Mr. America too as last achievements
