So I guess it's a game issue and new hardware not playing nice with it.
It could very well be the issue sadly, plus Windows 11. Not many games currently have been built with Windows 11 in mind, so often it will be a gamble if it works or not. Since the game is still getting support it might get updates to fix any issues with 11 or newer Hardware. If your unable to find a fix you might want to check back when ever they do an update to see if it runs any better. I wish you luck
Game runs poorly with native Vsync on, especially noticeable in the menus. Turn it off in-game. Use Nvidia Control Panel or AMD equivalent and add the program (DBZ Kakarot), then turn Vsync on there. I use "Fast" so that it runs smoothly with no tearing.
Other than that, people need to be more specific what the problem is. What framerate at what resolution are you trying to hit, and what are you getting?
