gave her 1000 to go back in time.. and.... nothing happened she just said "Okay that's enough"

She shows you where mementos are. You probably already found all the ones in that area.

She meant reminisce about the past not literally go back in time, where in the name of god did you get that notion from?

She marks the spot of memento on your map. And no, if there are no undiscovered mementos on the map, she will not charge you.
My guess it you are talking about Raditz area. The memento icon is almost completely hidden under another icon on the map, look training ground icon if I remember correctly.

I figured it may have been meant to enable to do side-quests from previous sagas.. like the one with Nam and 8 that you get just as the game screams at you to touch Raditz down there
