Well said... I'm 7 hours in and really enjoying the experience. Not sure what groundbreaking technology people were waiting on a DBZ game to introduce.
Correct. Which explains like, Bandai Namco earns millions and millions of dollars from Dragonball franchise alone, and most of that come from the smartphone games like Dragonball Dokkan Battle and Dragonball Legends, and also the Japan-only arcade game Dragonball Heroes.
Dragonball is mainly really a low budget thing, in terms of Western standard. But for Japan, Dragonball is 100% AAA level, or should I say, no other anime really gets tons of budget as much as Dragonball does, honestly. Even the Dragonball: Broly movie's budget was only like, 8.5 million dollars which is really nothing compared to Hollywood movies like The Avengers Endgame which had the budget of 356 million dollars. Even Spider-Man: Into the Spider-Verse had the budget of 90 million dollars.
So, if you look at it from the Japanese perspective? Then ya, Dragonball Z Kakarot is indeed a very high budget game. Definitely an AAA game.
This is basically the only defense I've heard about this game so far.

I seriously doubt ANYONE that purchased this game expected this to be as good as The Witcher. That being said, most people did at least expect a decent RPG experience out of a $60 game advertised as a... action RPG. This is basically a fetch quest/fighting game with cutscenes.
This is exactly the same tactic devs use when working with the Warhammer franchise. This is still better quality than some of the entries that franchise has seen though imo.
Also, Kingdom Hearts 3 was more shallow than this game strangely, in that KH3 felt way too short, too bad of frame rate to even enjoy on a base PS4, and while the combat is better, the story is completely screwed around.
And for DBZ: Kakarot, they re-used a lot of things to save money, the combat system and mechanics in fighting is VERY VERY similar to Xenoverse in terms of flight controls and move utilization... It's just remapped keys that's very different feel.
In a sense, DBZ: Kakarot is basically Xenoverse Adventure Mode or something.
