I second this, and it can be found here:

The mod manager can be found here:
https://www.nexusmods.com/dragonballzkakarot/mods/34
I'll explain how to install it: You want to right click the game in your steam library-> manage-> browse local files. Once the folder is open you're gonna want to click AT-> Content-> Paks
So it would look like this in your folder's search bar
C:\Program Files (x86)\Steam\steamapps\common\DRAGON BALL Z KAKAROT\AT\Content\Paks
Once the Paks folder is open, right click an empty area and create a new folder. Name this folder ~mods
So the new folder in the directory will be this: C:\Program Files (x86)\Steam\steamapps\common\DRAGON BALL Z KAKAROT\AT\Content\Paks\~mods
When you open the .zip file for the Ultra Instinct mod, you'll wanna click the next folder inside of it and there will be a few files. The one you want to drag and drop into the new ~mods folder is called ZZZZUltra Instinct Transformation (Regular Hair) v2.3.pak
Once this is done, you can open the mod manager again, and the new mod will show up as being check marked by a box. This means the mod will be enabled when you start the game, and you can even run the game through Steam from the mod manager, but there have been a few times where the game would crash trying to start it that way, I'm not sure if it was the Ultra-Ego Vegeta mod that people have been seeing issues with, or if it's the mod manager itself so just be cautious.
Over-modding can also crash your game (or mods with minor issues like the Vegeta one)
So it's best to use compatible mods, and when trying a new mod, don't try a group of them at once because you'll have to disable them one by one, restarting the game each time to figure out which one could be causing a crash.
Installing most of the mods follow the same basic instructions I gave you: "Move .Pak file from .zip to the ~mods folder" (some mods do require other mods to run btw, but Nexusmods will tell you which one(s) when you try to download it if that's the case. Personally I'd wait on the Ultra-Ego mod for Vegeta until some of the issues get resolved. A couple I can suggest is the SSGSS Kaioken transformation, and Future Trunks also has the powerful Rage transformations from the Goku Black arc.
The Goku block -> Whis teleport conversion mod is also cool to use with Ultra Instinct, but make sure you put the .Pak that says Goku Whis Block, and NOT Goku Whis Dodge because when I tried the dodge ones, it interfered with my ability to activate transformations making it very difficult because the files labelled "dodge" would disable the buttons for transformations, I had to mash LT+X (or Square) to do that defensive burst attack (which would cancel out the modded block ability and gimme access back to my transformation palette), then very quickly pull the other trigger and activate whichever transformation before LT triggered the mod again since both triggers need to be pulled to access the transformation palette. The file I recommended does not interfere with using the transformation palette though, and functions as your normal block ability would.
That mod can be found here: https://www.nexusmods.com/dragonballzkakarot/mods/121
