yeah sucks but I think if you buy the key from another site and use vpn to log on to your steam account you can activate the key and then be able to play it, that's how I was able to play fighterz

Bandai Asia doesn't have rights for Dragon Ball games in some South Asian regions. You might find console physical copies but they'll be imported from middle east. Same could've worked for PC version but PC version is digital only.

India mein bakchodi hoti hi hai , Dragon Ball super broly bhi global release date ke badh kitne dino badh ayee thi yha toh game release hi nahi hoga bhenchod , Chota bheem ki movie yah game hota to light ki speed se India mein launch ho jata

It is not banned. It is available on PS4 (both physical and digital download). As Ken Xyro pointed out, it might be issues with publisher Namco Bandai.

Game bans before release don't happen in India that much because there is no regulatory body nor any governing law (like CBFC for movies). Before you start on PUBG, it was blown up by the media after release by exaggerating articles. Our politicians are not so bright to think about games yet. So don't overthink it.
