We know what's in it. Anime Music Pack DLC in Xenoverse 1, Xenoverse 2, FighterZ, and Heroes. It's the same 11 tracks.
Because the game is probably going to be a rush job, and they won't have time to add the music option to the menu in time for when it ships. Which is probably the same reason why they won't have the Tao Pai Pai pillar (which mind you, is literally just a cylinder) available as a vehicle until Spring.
That or Bamco is trying to create a false sense of anticipation by making the customers wait. For example, not too long ago it was a common practice to keep completed dlc content stored in the base game's directory but lock/hide it in-game without the DLC key, or something of that nature.
But even worse is the Tao Pai Pai pillar... by Spring 2020 people are likely to have long finished the game.
Ultimate Edition definitely does not seem worth it right now.
