i say it because i did a new run after the first dlc came out and level up till i got ssjgod, i never saw a enemie who was my level till i finished the story
In my experience the issue is health scaling. If the bosses had 3-5 times the health, it would make the fights feel like in the show where this opponent is just that strong as well as the dialog in the fights actually have time to finish before ending the fight. Kid Buu vs SSJ3 goku for me was just 5 clicks on the attack button and a kamehameha and it was over. Granted i was 16 levels ahead because i did all side quests and kept the food buffs rolling so the perma stat increase was almost at 1/6 of the characters normal stats.
Only reason i really enjoy playing the game is that it allows me to freely explore the world of dragon ball :)
Also I find the food system etc to be quite a chore and not much fun. For example in FF XV the food system was much more fun.

It'd make more sense if you could meditate or access training room versions of all the story fights where the enemies were on your level.
