You need to beat Majin Buu before starting the DLC.

And No. You dont need to beat Majin Buu. Read carefully. "Players are not required to clear the main story campaign to play this DLC"
Many players were writing that this game is so great, because it keeps to canon and tells DBZ story in a great way, although it lacks in some of elements like hollow open world, but now they just doesnt care about plot. Just put DLC as a side-quest to obtain a SSG form, so more players will buy it.
It should be DLC which should be avaible only after clearing the main story and gives us maybe a little more than just SSG form and boss fights.
You are stuck to whatever abilities and transformations are available for that chapter.
They have written:
"Players are not required to clear the main story campaign to play this DLC, so they are free to play however they like! You can even choose to play the new DLC and achieve the Super Saiyan God form from the beginning, and take out Raditz in one single blow."
So you dont need time-capsule to get it on Raditz fight. You can just grind your way to SSG and have this transformation before Raditz fight.
This. I'm seeing a playthrough and it's basically just Goku and Vegeta opening their eyes, Whis appearing and saying "Do you want more power" and starts the training. He even says:
"This could be considered something akin to cheating. Strictly speaking, us meeting here shouldn't occur in this manner. That said, try to not waste much time thinking about it, okay?"
Basically, it's a very low effort DLC in which they just throw a few battles and a new transformation, story be damned.
Even if you get SSG you are limited to what is available in that story arc.
So even if you have SS1/2/3 or SSG, you cannot use them in the fight with raditz.
However if you are high level or max level you do keep your level so you can one hit raditz.
