You also need to be able to level a leader up by increasing the other community stats as you don't always reach 3 stars by just maxing out their "main" community stat.
Still while they were working on these characters they could have been doing the program for only that emblem placer.
Also to note that the leaders do not effect the other boards with their stats in those areas. EX: Goku's cooking stat does not effect the cooking community.
Yeah but that applies to any emblem when placed on a board. Once an emblem is placed, only the value it has on that particular community stat applies to the given board.
Hence why I believe they implemented one type of emblem, but then "locked" the placement of a handful of emblems. it's just a bolean and probably saves memory etc
the locked ones should effect all boards
thats why they make it significantly harder to level up their leader board parts.
