Yes, potara is 1 hour fusion.
Yeah the whole "Your fusion is so powerful that your bodies can only maintain it for an hour" thing. I mean I guess I like the explanation better then just "something inside Buu cancels out the fusion" cop out that DBZ had. It always struck me as odd that Toriyama would put permanent fusion on as a possibility to begin with if he knew that it wasn't something he wanted long term. So as far as backpeddling retconning goes I liked Super's explanation because...well it was an explanation rather then just "oh well, guess the insides of Buu is a fusion free zone".
The potara is permanent only with gods.
The point was so that it doesn't become another dumb crutch like regular fusion, which can be used whenever the characters need it and thus creating possible plot holes. If it's permanent there are serious consequences to that decision but when it isn't, then it becomes an easy cop-out device. Anyone who understands storytelling knows just how dumb the retcons in super are compared to DBZ even if DBZ isn't a high bar.
