Zarbon was mostly staggerable unless he clearly went into surge mode in which case you dodge or teleport behind him.
None of that worked with Dodoria xD
The most I can really say for that fight is just to sort of chip away at his stun meter, don't block his specials because they all crush your guard and dodge them instead, and hammer his pink buttcheeks when his stun finally breaks
Basically, the trick is to learn how to work away at those stun meters. Get good with your dodge timing so you can keep up the offense as long as possible, and absolutely go to pound town as soon as they break for that sweet sweet damage. Pay attention to which of your special attacks do extra stun damage (melee specials generally) and upgrade your stun damage in general, it's really, really helpful.
TL;DR Dodoria was a swamp ass fight, but most of the game ain't like that. Beat that stun meter like it owes you money, and always press the attack in whatever small way you can to work it down till you can hammer them with specials with no consequence
You can't spam melee because they don't stagger and hit instantly counter, you can't warp hit spam because you can only do that twice before you need a recharge and some enemies just have a relentless barrage of endless attacks and can't be stopped.
I'm just going to say it must be a bug that causes some enemies to be in infinite surge mode, as the combat is pretty much as shallow as you say, it has simple rules and simple executions, it's just it seems to randomly pick some enemies that ignore those rules.
