But let's take Booster set 1 for example. To level from 1->2 you will need 10 steering wheels. You can add them one or several up to the required amount. This "locks" the card in place counting towards that upgrade. You do not gain anything for allocating the cards unless you complete a "set" aka. All of them. Once you have added all required cards you can click upgrade which in turn gives you the +25% preformence.
They're not wasted if a set isn't complete but they could've been used in upgrading the parts instead. Do note though you aren't getting massive bonuses from that compared to a set. Still, every little bit helps!

My only tip for card drops is quite simple. How do we buy packs? Collection coins.
Collection coins you say? Yep. You have a chance to get a few going on rainbow roads. Passing opponents. But in the beginning they're quite rare. Also, they only give ~2-10 and there is basically only one way of getting more and I feel this is somewhat overlooked.
Cars. Look for a car that have "Collector's Coins" this is way more important than any other stat. Performance is what most people look at but while it helps you getting a little further in the long run you benefit way more getting packs. So stick to a car that benefit coins. Just unlocked the next car? That's great but unless you're earning them sweet coins that little boost it gives still isn't worth it.
I currently run level 1-650 and restart (unless a tournament is currently on) I don't have an exact amount but I get around 100k for a few hours. That's 200 diamond packs. You'll spend the next few hours opening them while running for more.
Pro-tip. If in the early game and you still need Credits, run a car that benefits coins. Once you're ready to restart switch to a car with "Bonus Credits" Credits are calculated when you restart is by having a car with that bonus you multiply what you earned while still farming coins. This obviously requires a few keys though. I did this myself and had maxed out credit upgrades only a few days later. Though having said that, I was lucky enough to get "Ivy" as my second or third crew member.
