You're definitely on the correct version of iCue so that's great.
I'm wondering if you're using wireless peripherals at all?
I use a Wireless K57 RGB (and a pair of LT100's) for example and the custom lighting effects only work on the keyboard if plugged in via USB.
Could you also check you have lighting files inside this folder on your PC?
C:\ProgramData\Corsair\CUE\GameSdkEffects\PHOGS!
This is where iCue will look for custom lighting when playing PHOGS!
If your peripherals are wired in, you have lighting files in that folder and your iCue settings have enable SDK checked and enable plugins checked then I recommend you reach out to Corsair in the first instance to see what they might suggest.
Let me know if you manage to work out what's preventing it from working for you
P.S I also play with a controller and it doesn't affect lighting, I like it to do its thing in the background too :)
