Shattered and Archon won't produce any Greenar for me.
In shattered it was optional, so didn't care that much, but it's required to complete Archon, so I can't continue the story.
You can go to the mission select screen and hit 'u' to unlock the next mission if you want to bypass the problem and continue the story. However, based on the fact this happened in 2 consecutive missions I think it is possible that you will have this issue in future missions.
Firstly, are you aware that greenar functions differently than bluite and redon crystals? You need to build a refinery near the greenar mother, not connect to the greenar mother directly. Shattered and Archon shouldn't have anything preventing greenar spawns unless you managed to occupy all nearby cells. Did you fill the area around the crystal with units (units in transit and refineries count) or terraform markers?
If those aren't the case it could be a number of different things; if you could provide a screenshot of the map in progress, including the parts of your base near the greenar mother, that would be helpful in narrowing down what is causing this behaviour.
