CPACKs themselves are "mods" which are saved onto your computer should you download them.
You can download CPACKs from the forums: https://knucklecracker.com/forums/index.php?board=55.0

Just know, it is uncommon for people to provide accessible downloads of their CPACKs.
Alternatively you can load up a map with a "mod" and press Left Shift + E. This will enable edit mode, click editor, bottom right -> Mods -> Open CPACK Manger -> Export the CPACK you wish to have on your map. Do the same method for importing but you will be in edit mode automatically when making a map. This is also how you make your own CPACKs.
