It's still there, it's in the Span Experiments section along with the other maps made in development.

When you start mission, without doing anything, start setting snipers, when you have 21, easter egg will trigger.

FOR THIS ACHIVEMENT go to SPAN EXPERIMENTS, chose the mission BEFORE TIME, then just build HQ and 21 SNIPERS, just need the buildprints, no need for to be functional

There's a hidden level on the campaign screen, you can easily get the 21 salute in that level.
