You can set volumes for individual applications from Windows Sound Mixer (Right-click speaker icon in System Tray -> Open Volume Mixer) or in Windows Settings -> System -> Sound -> (Advanced Sound Options) App volume and device preferences.

The options are on your home planet.

How is that an answer?
That's completely stupid that you can't change volume, resolution etc... before starting the game

It's an answer because it works in almost every situation. Sometimes things don't happen as expected. Sometimes something happens that is so devastating as not having access to options in a game until after 5 minutes of tutorial. In such a case when your fundamental rights and freedoms are completely denied then you just take control, make your own solution, and get over it.

I already know that. I was just criticising the lack of volume option in-game and wanting to confirm that volume control really doesnt exist from your reply. So thanks.

No worries, mate. Well, it does exist. It has volume control in-game. Your home planet is your game menu, as pointed out by ReBoot. It's just one of those games that doesn't give you access to menus until after the intro - with the intro in this case being the tutorial segment. And that's not that unusual or surprising since it's an older console game, apparently for PS2, and menus are usually pretty bare-bones in those anyway and so you'd probably almost never touch them. If I was playing on a PS2 back then and wanted to change volume, I'd use the TV or sound system remote. That's how those consoles were used on those entertainment systems. In fact, the Windows sound mixer mimics that type of use, where a number of components all plug into a central system of control and their individual volume levels are all controlled from that one place. But this is a game made to be used on those consoles, on those entertainment systems, and not designed for use on Windows. So, it's not stupid at all when you consider that it's just made for a different use-case. If it was made for modern PC gaming, then I'd say it was a slightly inconveniencing oversight. But it was made for PS2, played on a TV.

Steam Deck doesn't have this built in, but DeckyLoader has a volume mixer plugin
