They could theme a bunch of theme levels like that... mountain, jungle, farm, office building... it would be a refreshing change-up from the staple setting the series seems to fixate on.
They've made 8 games in this series:

In the lot of them, though, the scenery seems to be consistent. Roll around a city picking up stuff. Many of these games apparently even reuse the stages (I've only played Damacy and Beautiful Katamari, so I'm going off what I could find online).
All said, I hope your idea gets to somebody who can influence design choices, because it sounds great.
For a past look, they did a underwater level it appears with almost the same stuff you said but with more.
In Katamari Forever, they have a level from the RoboKing with the level being titled as: "Make a Star 5 - Underwater".
I am not sure if Katamari Forever would be your best go for playing an actual underwater level with the original katamari, but it appears that'll be the closest to what you'll get to what you're seeming to say.
