Game logic is for sure tied to FPS in reroll. idk about the classic game itself (as FPS very well could have fluctuated a lot on ps2 hardware) but for reroll at least the game logic is tied to the tickrate (which is 30ms)
That is the emulation layer, not the application.

The original was renderware. This version of the game is remade in unity.

Renderware is a 3D graphics library that powered the majority of games in the very late 90s, early to mid 2000s. Katamari, GTA, Pac-Man World 3, Tony Hawk... barely scratching the surface.
