Extremely simple answer to all of this:

The game itself runs at 30FPS. The game physics would bug out and be nonfunctional without restructuring the engine so it is locked at 30 like the original.

Your UI elements are rendered at 60+ FPS, including the little prince in the corner and the timer.
The original ps2 game runs at 60fps without any problems using pcsx2

Some reddit user:

"The Prince himself running in the corner moves at 60FPS, but the rest of the game runs at 30. The reason for the side effects like the double speed timer is because the game logic is tied to the framerate, and originally being a PS2 game all of the logic was coded with that system and its' framerate in mind."

Game logic is for sure tied to FPS in reroll. idk about the classic game itself (as FPS very well could have fluctuated a lot on ps2 hardware) but for reroll at least the game logic is tied to the tickrate (which is 30ms)

That is the emulation layer, not the application.

Im not 100% familiar with how it works but iirc the game has a gamecamera layer rendering a 60fps prince and HUD elements, with the gameplay itself being locked to 30 due to the pyshics running at only 30 frames per second. As far as I know the game does not update physics more than thirty times a second

it doesn't exactly need an update. also it is literally the only PC port so its less of a remaster and more of just a port in general

The original was renderware. This version of the game is remade in unity.

Renderware is a 3D graphics library that powered the majority of games in the very late 90s, early to mid 2000s. Katamari, GTA, Pac-Man World 3, Tony Hawk... barely scratching the surface.

Actually, the original PS2 version used a custom made engine built from the GameCube development kit ported to the PlayStation 2.
