Report a translation problem
If you launch Control Panel's Devices & Printers and the controller is recognized fine there, then that means Steam's Big Picture is the culprit. If you have an emulator (or another steam game), that's another test as well. I'm going to guess it's Big Picture. Caused me lots of problems once they implemented it into non-big picture mode
This should be pinned because it fixed the problems I was having getting controllers to work.

Also had to set "Force On" in the game properties for the controller to work.

Yes, for me too.
Connected with the official Wireless adapter.......and gamepad emulation of steam globally turned off (as that could affect games with gamepad support in a bad way...so only turned on per game where it really is needed)
I thouht I had controller issues too when I first went to load a save, didn't realize you need to press both sticks to get it to load...
*edit - a full reboot later, and it works. Must have been an issue at my end. Sorry about that everyone!
