the calls works purely on the event system, and has a roughly 3.15% chance of happening every event roll (3/95 is the exact formula), with the event call occurring every 7 and a half minutes. pretty much it always skews to longer dives.
When you do get a broadcast you should be getting at least two spawns sometimes three. If you get lucky on your EVAs and or bring an ARM with you you can easily bring in several derelicts at once. If these events spawns were any more reliable it would easily replace mining as an activity entirely. That's what balances it in my opinion, it's very random.
One possible way to ameliorate the issue: If the salvage sites lasted ~48 hours instead of 24, you would actually be able to scramble back to Enceladus and swap to a salvage ship. There'd still be a little time pressure to make it to multiple wrecks after returning to the rings.
Or perhaps the system could be reworked to provide salvage site info when you're on-station, so you can choose an appropriate ship for your dive to begin with. This is how I imagined it would work when I first read about it.
So far i've thrown 600k into the void with nothing to show for it, which doesnt seem great.
I'll keep paying because money doesn't matter but it sure seem the service could use some tweaking.
