Try talking to all the nearby ships that you can. It is tedious the way the menu is setup.. wish there was a button to just immediately talk to ships, but alas...
The ships you talk to will sometimes have dialogue that allows you to ask for information. Sometimes the information is a station, sometimes a bounty, sometimes just a good place to mine rocks.
I've started up a new game and this no longer seems to be the case, or I'm getting really unlucky. It use to be you'd see a few withing like 30 seconds. Now I'm seeing nothing.
It's random. However the deeper you go in, the more lively it seems to get for me.
I just started playing a couple days ago, but I seem to find most ships at the very outer edges. I've never seen a friendly ship past 5-10 km in, though I've seen plenty of pirate ships past that point.
for me too, i started a new game and it is much harder to find informations, also the bounty hunter licence is now a big problem, it looks like you have to find the BBW by yourself now because bounty hunter encounters are rare now to get the drop point.
That's the beauty of randomness though, all experiences are going to vary.
When I stop at say 50km area it's quiet for a while, but after 20-30 minutes there are at least 2-3 friendlies nearby plus some potential hostiles that I just avoid.
Just watch your visual feed for a bit after arriving and you'll soon see a flash. At that point you can pull up the comms and hail them even though they are far from visual range.
