How to find the racing ship?

I've been wanting to find the racing ship, do I just have to wait for them to show up randomly?

For me the just pop in randomly while "exploring" the rings, pretty much the same as with all the other encounters.

They show up more commonly in thinner debris areas, i.e near the outer edge or possible near the edge of one of the gaps.
