Fountain glitch
When two people drop a coin at the same time one gets stuck.

I'm playing the non-Steam version (without in-app purchases), and I have the same problem. Both the Vending Machine and the Fountain are bugged in my game.

For me it doesn't seem to be that they're doing it at the same time, rather anyone that uses the vending machine or stops to look at the fountain never move from their spot again, which is a total of 7 stuck shoppers. Fortunately, leaving the store and returning clears the store and removes the stuck people.

My advice, do NOT purchase the Vending Machine and do NOT repair the fountain if you do not want to deal with this bug.

Also, I was under the impression those two would add to my income as people spend money on them, but nope, the only money I earn is from the fish sales.
